PUBLIC NOTICE OF PFC APPLICATION

Notice Date: February 11, 2013

The Wilkes-Barre/Scranton International Airport intends to file an application with the Federal Aviation Administration (FAA) for a Passenger Facility Charge (PFC) for selected projects scheduled for implementation between Federal Fiscal Years 2013 and 2017.

The following projects are included in the application to impose a PFC and use the PFC revenue, i.e. "Impose and Use" projects.  These projects are projects that were previously completed and which the Airport is seeking approval for reimbursement of local Airport funding used on each project:
  • Replace Runway Surface Sensor Systems
  • Upgrade Electronic Exit Lane Systems
  • Replace Plow Vehicles and Spreaders
  • Replace ARFF SCBA Tanks and Airpack Equipment
  • Sealcoat General Aviation and Terminal Aprons
  • Security System Card Readers and Security Surveillance Cameras
  • Safety Management Systems Implementation
  • Replace Security Vehicles, Radios and Pagers
  • Extend and Rehabilitate Airline Apron and Install PAPI Runway 10
  • Airfield Lighting Backup Generator
  • Replace Runway 4-22 Lights and Transformers
  • Design and Construct Taxiway "B" Extension (Runway 22 Approach End)
  • Acquire Quick Response ARFF Vehicle and ARFF Protective Clothing
The following projects are included in the application to only impose a PFC, i.e. "Impose Only" projects.  A separate application to use the PFC revenue will be submitted to the FAA at a later time.
  • Design and Construct Taxiway "D" Rehabilitation and Shoulders
  • Design and Construct Airline Baggage Area Expansion
  • Design and Construct East Side Access Road
  • Purchase 1,500 Gallon ARFF Vehicle
  • Design and Construct Taxiway "B" Rehabilitation
  • Expand Fuel Farm
  • Pave Public Airport Roads
  • Install Airfield Perimeter Wildlife Fence
  • Demolish Old Passenger Terminal Building
The following projects were previously approved as Impose Only projects and are included in the application to "Use" the PFC funds collected:
  • Rehabilitate Landside Roadway
In accordance with FAA Order 5100.1, "Passenger Facility Charge", the following project will be considered as an "Alternative Use" project should one of the abovementioned "Impose and Use" projects be disapproved or abandoned during the course of the PFC collection:
  • Construct East Side Apron and Utilities - North
Finally, the following projects were previously approved by the FAA as eligible PFC projects, and will be submitted for modification due to changes in the required amount to complete each project:
  • Upgrade and Relocate Airfield Equipment and ATCT Controls for New Control Tower
  • Design and Construct Access Road for General Aviation Area
  • Design and Construct New South General Aviation Apron
The proposed PFC level of collection is $4.50 per eligible enplaned passenger. The estimated charge effective date is May 1, 2013, and the estimated charge expiration date is December 31, 2018. The estimated PFC revenue to be collected during this period is approximately $5,025,000. A meeting to present the application and projects to all Air Carriers, as required by the FAA PFC application process, took place on Wednesday, March 13, 2013 at 1:30 PM (local time) in the Airport Administration Conference Room, Wilkes-Barre/Scranton International Airport, 100 Terminal Drive, Avoca, Pennsylvania 18641.
