PUBLIC NOTICE OF PFC APPLICATION
Notice Date: May 8, 2008
The Wilkes-Barre/Scranton International Airport intends to file an application with the Federal Aviation Administration (FAA) for a Passenger Facility Charge (PFC) for selected projects scheduled for implementation between Federal Fiscal Years 2009 and 2015. The following projects are included in the application to impose a PFC and use the PFC revenue, i.e. "Impose and Use" projects:
- Runway Sensor System Computers;
- Rehabilitate General Aviation (GA) and Old Terminal Apron;
- Security Vehicles (2) Including Airfield Radios and Aircraft Rescue and Fire Fighting (ARFF) Pagers;
- Replace 22-foot Runway Flared End Snow Plow;
- Continuous Runway Friction Measuring Equipment;
- Seal Coat Airline Ramp and Rejuvenate Taxiways to Runway 10-28;
- Construct Covered Walkway To Employee Parking;
- Expand Concrete Area of Airline Ramp; and,
- 4-wheel Drive Loader.
The following projects are included in the application to only impose a PFC, i.e. "Impose Only" projects. A separate application to use the PFC revenue will be submitted to the FAA at a later time.
- Quick Response ARFF Vehicle;
- Construct Taxiway B Extension to Runway 4 End (Environmental Assessment and Design);
- Construct Taxiway B Extension to Runway 22 End (Environmental Assessment and Design);
- Rehab Runway/Taxiway/Ramp Markings;
- Demolish Old Passenger Terminal;
- Rehabilitate Landside Roadway;
- Construct Shoulders Along Taxiway D;
Finally, in accordance with FAA Order 5100.1, "Passenger Facility Charge", the following project will be considered as an "Alternative Use" project should one of the abovementioned "Impose and Use" projects be disapproved or abandoned during the course of the PFC collection.
- Construct East Side Apron and Utilities - North
The proposed PFC level of collection is $4.50 per eligible enplaned passenger. The estimated charge effective date is December 1, 2008, and the estimated charge expiration date is September 1, 2015. The estimated PFC revenue to be collected during this period is approximately $7,400,000. A copy of the PFC application as presented on April 14, 2008 is available for review at the Airport. Comments on the proposed PFC Application, including agreement or disagreement with any of the proposed projects, should be addressed to Mr. Michael W. All comments must be received no later than thirty (30) days from the date of this notice.
