PUBLIC NOTICE OF PFC APPLICATION

Notice Date: April 27, 2009

The Wilkes-Barre/Scranton International Airport intends to file an application with the Federal Aviation Administration (FAA) to modify a Passenger Facility Charge (PFC) for selected projects scheduled for implementation between Federal Fiscal Years 2009 and 2015. The following projects are included in the modification application to impose a PFC and use the PFC revenue, i.e. "Impose and Use" projects:
  • Runway Sensor System Computers;
  • Continuous Runway Friction Measuring Equipment;
  • Purchase Runway Paint Striping Machine;
  • Upgrade Terminal Security System;
  • Obstruction Tree Cleaning;
  • Airfield Electrical Upgrades to Accommodate Non ATCT;
  • Handicapped Passenger Aircraft Boarding Ramp;
  • Fuel Farm Expansion;
  • Construct New GA Apron and Access Road;
  • Wildlife Assessment Survey;
  • Quick Response ARFF Vehicle.
The Airport will request that the FAA approve the project Rehabilitate General Aviation (GA) and Old Terminal Apron as a "Use" project and request that the total dollar amount of the project be increased to $1,407,293.00.

The proposed PFC level of collection is $4.50 per eligible enplaned passenger. The estimated charge effective date is September 1, 2009, and the estimated charge expiration date is September 1, 2015. The estimated PFC revenue to be collected during this period is approximately $7,400,000. A copy of the PFC application is available for review at the Airport. Comments on the proposed PFC Application, including agreement or disagreement with any of the proposed projects, should be addressed to Mr. Michael W. All comments must be received no later than thirty (30) days from the date of this notice.
