PUBLIC NOTICE OF PFC APPLICATION
Notice Date: September 17, 2010
The Wilkes-Barre/Scranton International Airport intends to file an application with the Federal Aviation Administration (FAA)
to implement a Passenger Facility Charge (PFC) for selected projects scheduled for implementation between Federal Fiscal Years 2010 and 2015.
The following projects are included in the application to impose a
PFC and use the PFC revenue, i.e. "Impose and Use" projects. These
projects are projects that were previously completed and which the
Airport is seeking approval for reimbursement of local Airport funding
used on each project:
- Expand Apron - 06/20/1991
- Acquire Security Equipment - 07/18/1991
- Acquire Snow Removal Equipment - 04/16/1992
- Acquire Aircraft Rescue & Fire Fighting Vehicle, Conduct Misc.
Study, Install Guidance Signs, and Rehabilitate Runway - 09/30/1992
- Rehabilitate Runway - 09/30/1993
- Rehabilitate Runway and Rehabilitate Taxiway - 09/15/1993
- Rehabilitate Taxiway - 09/29/1994
- Acquire Snow Removal Equipment - 09/30/1995
- Acquire Aircraft Rescue & Fire Fighting Vehicle and Acquire Snow
Removal Equipment - 05/16/1996
- Construct Taxiway - 09/19/1996
- Construct Apron and Improve Aircraft Aircraft Rescue & Fire
Fighting Building and Construct Apron - 09/26/1997
- Improve Aircraft Rescue & Fire Fighting Building - 09/17/1998
- Rehabilitate Runway and Rehabilitate Taxiway - 09/23/1999
- Security Enhancements - 07/18/2002
- Acquire Snow Removal Equipment - 06/17/2008
- Improve Runway Safety Area - 06/17/2008

The following projects are included in the
application to impose a PFC and use the PFC revenue, i.e. "Impose and
Use" projects. These projects are new projects for which the
Airport is seeking approval:
- Upgrade & Relocate Airfield Equipment & ATCT Controls for New
Control Tower
- Resurface Roadway & Rehabilitate Drainage at Fuel Farm
- Design & Construct New South General Aviation Apron
- Clear Tree Obstructions
- Design & Construct Access Road for General Aviation Area
- Design Terminal Expansion & In-Line Baggage Screening System
The following project is included in the
application to impose a PFC only. A future application will be
filed with the FAA requesting authorization to use the PFC revenue for
this project:
- Design & Construct Taxiway B Extension (Runway 22 Approach End)
The proposed PFC level of collection is $4.50 per eligible enplaned passenger. The estimated charge effective date is
December 1, 2010, and the estimated charge expiration date is December 1, 2017. The estimated PFC revenue to be collected during this period is approximately $7,000,000. A copy of the PFC application is available for review at the Airport. Comments on the proposed PFC Application, including agreement or disagreement with any of the proposed projects, should be addressed to Mr. Michael W. Conner, Assistant
