| The Wilkes-Barre/Scranton International Airport Bi-County Board of Commissioners
for Luzerne and Lackawanna Counties will receive sealed Bids for the
RUNWAY 4 EMAS INSTALLATION at the Wilkes-Barre/Scranton International Airport,
Administration Office, 2nd Floor, 100 Terminal Drive, Avoca, PA 18641, until
9:30 AM local time August 21, 2008. Bids will be publicly opened
August 21, 2008 at 9:30 AM in the Airport Conference Room and read
publicly at the Airport Board of Commissioners Meeting at 10:30 AM,
Thursday, August 21, 2008. CONTRACT DOCUMENTS, including Drawings and Technical Specifications are on file at the Wilkes-Barre/Scranton International Airport, Administration Office, 2nd Floor, telephone 570/602-2010, and fax 570/602-2010. COPIES of the Contract Documents may be purchased at the Airport during normal business hours, Monday through Friday, 9:00 AM to 4:30 PM, on or after July 29, 2008 for a non-refundable amount of $75.00. Checks should be made payable to Wilkes-Barre/Scranton International Airport. Bidding documents may also be examined at the Administration Office, 2nd Floor. BID SECURITY in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid, in accordance with the Instructions to Bidders. Additional submissions required to be made with the submission of the Bid include a completed Qualification Questionnaire, a Certificate of Authorization to Do Business (or a Pending Application) for out-of-state bidders only, and Non-Collusion Affidavits. Performance, Payment and Maintenance Bonds are required in the amount specified in the Contract by the successful Bidder. THE BI-COUNTY BOARD OF COMMISSIONERS OF LUZERNE AND LACKAWANNA COUNTIES reserves the right to reject any or all Bids or to waive informalities in the bidding. THE BI-COUNTY BOARD OF COMMISSIONERS OF LUZERNE AND LACKAWANNA COUNTIES IS AN EQUAL EMPLOYMENT OPPORTUNITY/AFFIRMATIVE ACTION EMPLOYER. The Counties of Luzerne and Lackawanna, doing business as the Wilkes-Barre/Scranton International Airport, have established a DBE Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. BIDS may be held by the BI-COUNTY BOARD OF COMMISSIONERS OF LUZERNE AND LACKAWANNA COUNTIES for a period not to exceed ONE HUNDRED TWENTY (120) DAYS from the date of the opening of the Bids for the purpose of reviewing the bids, prior to awarding the Contract. In this period of time, no Bidder may withdraw his/her Bid.
